Θέμα: Επίτευξη του αναπτυξιακού στόχου της Χιλιετίας για την καταπολέμηση του HIV/AIDS

Ένας από τους σκοπούς των αναπτυξιακών στόχων της Χιλιετίας είναι η καταπολέμηση του HIV/AIDS, της ελονοσίας και άλλων σοβαρών νόσων∙ ωστόσο, οι εκθέσεις και τα στατιστικά στοιχεία δείχνουν ότι πρέπει να γίνει ακόμη πολλή δουλειά στον τομέα αυτόν. Το 2008, μόνο το 42 % των μολυσμένων ατόμων λάμβαναν αντιρετροϊκή θεραπεία και, αν και πρόκειται για βελτίωση, πρέπει να γίνει πολλή δουλειά. Ο ιός HIV και το AIDS αποτελούν πιεστικά προβλήματα για τον αναπτυσσόμενο κόσμο, τα οποία απαιτούν επενδύσεις και αυξημένη στήριξη προκειμένου να τα αντιμετωπίσουμε αποτελεσματικά. Τι δράση μπορεί να αναλάβει η Επιτροπή ώστε να διασφαλίσει ότι ο εν λόγω αναπτυξιακός στόχος της Χιλιετίας θα επιτευχθεί έως το 2015;

The EU recognises the high impact on development of poverty-related diseases, including HIV/AIDS. The 2007-2011 European Programme for Action to Confront HIV/AIDS, Malaria and Tuberculosis has been reviewed at mid‑point in 2009 and the Council Conclusions adopted on 16 November 2009 gave new impetus to the programme to ‘do more, better and together’.
As HIV/AIDS is more than simply a health issue, (it affects, for example, human rights, women rights, children protection and education) the Commission pays special attention to mainstream HIV/AIDS support, especially in the most affected countries, for instance in Southern Africa.
More specifically, on average some EUR 100 million per year has been given to the Global Fund to Fight AIDS, Tuberculosis and Malaria, (GFATM) where the Commission is a member of the Board. Altogether the EU (EU budget and Member States' bilateral contributions) accounts for more than 55 % of the resources of the GFATM since 2002. Results achieved by countries as a result of GFATM financial support are impressive, with more than 2.5 million people getting access to antiretroviral therapy at the end of 2009.
In addition to its contribution to the GFATM, the Commission is supporting the work of UNAIDS in six African countries to assess their needs in technical assistance related to HIV/AIDS, and to help them organise the process of recruiting and evaluating this technical assistance. The Commission is also supporting research on vaccine and new drugs against HIV/AIDS through the 7th Framework Programme for Research, including research dedicated to the specific needs and constraints of developing countries, for instance through the Europe Developing Countries Clinical Trial Partnership (EDCTP). Moreover, in recognition of the alarming spread of HIV in Eastern Europe, the Commission is about to launch a call for proposals to support capacity building among non-State actors for an improved access to HIV/AIDS prevention, treatment and care in the East neighbouring countries.
