Θέμα: Πρόσβαση σε αντιρετροϊκά φάρμακα για τον HIV

Με δεδομένο ότι η δηλωμένη δράση και ο στόχος της Επιτροπής στην ανακοίνωσή της COM (2009) 569 σχετικά με την Καταπολέμηση του HIV/AIDS στην Ευρωπαϊκή Ένωση και τις γειτονικές χώρες, 2009-2013, είναι να εργαστεί για την καθολική πρόσβαση σε αντιρετροϊκά φάρμακα για τον HIV, θεωρεί η Επιτροπή ότι όλα τα κράτη μέλη της ΕΕ πρέπει να παρέχουν δωρεάν αντιρετροϊκά φάρμακα στους φτωχότερους πολίτες στις κοινωνίες τους και αν ναι, μπορεί να επισημάνει επίσης με ποιον τρόπο μπορεί να επιτευχθεί αυτό, δεδομένου ότι δεν ισχύει ακόμη σε όλα τα κράτη μέλη της ΕΕ;
Μπορεί η Επιτροπή να παράσχει κατάλογο των κρατών μελών τα οποία επί του παρόντος δεν προσφέρουν καθολική πρόσβαση σε αντιρετροϊκά φάρμακα για τον HIV;

The Commission reiterates in its Communication on "Combating HIV/AIDS in the EU and neighbouring countries" , that all countries addressed in this strategy should "provide adequate funding and political support to achieve universal access across Europe".
This covers not only the poorest in societies, but all people in need of treatment, care and support. Since health care systems are organised under the full responsibility of EU Member States, the Commission can only recommend, but not impose, that access to antiretroviral treatment is provided. As health care systems are organised differently, there is a range of ways and possibilities how access to HIV treatment is provided in countries.
While universal access is a reality in most EU Member States, the Commission does not have at its disposal a comprehensive list of those Member States that do not yet provide universal access. The Commission relies here on the information provided by Member States participating in the "HIV/AIDS Think Tank" and on information provided by the European Centre for Disease Prevention and Control (ECDC), and the Joint United Nations Programme on HIV/AIDS (UNAIDS).
